(Part 2)"},"content":{"rendered":"<p>After knowing the 8 styles of medical masks in the previous article (part 1), we will introduce you the standards and regulations of medical masks in various countries, followed by the analysis of the license number of medical equipment \u2013 using Taiwan\u2019s as example, so you can have a deeper understanding of the specifications of medical masks!<\/p>\n<p><em>Note: Masks without filtration effects (such as: general cotton\/gauze masks, activated carbon masks) are not included in the content of this article, because they can only prevent dust or air pollution particles, and do not belong to the category of medical masks.<\/em><\/p>\n<h2><strong>Standards &amp; Regulations of Medical Mask<\/strong><\/h2>\n<p>When purchasing finished masks, you should check whether there are information such as BFE, PFE, or even VFE shown on the packaging. These labels represent the filtration efficiency of the mask tested by a reliable 3rd party laboratory. The higher the value is, the better filtration ability it has. The invasiveness of the <strong>Class<\/strong><strong> I<\/strong> medical devices to the human body is the lowest among the three levels, such as general medical masks (excluding surgical masks), cotton swabs, gauze, band-aid, etc.\u00a0 And in the annex to Article 3 &#8211; &#8220;Medical Device Classification&#8221;, medical masks belong to &#8220;I.4040 Medical Apparel &#8211; devices that are intended to be worn by operating room personnel during surgical procedures to protect both the patient and the operating room personnel from transfer of microorganisms, body fluids, and particulate material&#8221;. In this category, except for surgical gowns and masks worn during surgery, which are classified as <strong>Class II<\/strong>, other products including general medical masks belong to the <strong>Class I<\/strong>.<\/p>\n<p><em>Note: Sometimes you will see the words &#8220;<strong>Medical Class <\/strong><\/em><strong><em>I <\/em><\/strong><em>&#8221; or &#8220;<strong>Medical Glass <\/strong><\/em><strong><em>II <\/em><\/strong><em>&#8221; shown on the mask packaging, and it may mislead consumers that medical masks are divided into two more different levels, which is wrong. &#8220;<strong>Medical Class <\/strong><\/em><strong><em>II<\/em><\/strong><em> <strong>&#8220;<\/strong> refers to the<strong> surgical masks <\/strong>that belong to <strong>Class <\/strong><\/em><strong><em>II <\/em><\/strong><em>in the annex to Article 3-I.4040 Medical Apparel- classification, and &#8220;<strong>Medical Class <\/strong><\/em><strong><em>I<\/em><\/strong><em> &#8221; refers to other general medical masks that are not surgical masks. It does not mean that there are more levels divided for medical masks.<\/em><\/p>\n<p>The national standard implemented in Taiwan is abbreviated as CNS (the full name is National Standards of the Republic of China). In this standard, the performance and specifications of medical face mask must comply with CNS14774 (T5017)- Medical face masks, and the requirements are listed below:<\/p>\n<h4><strong>1. General Medical Masks<\/strong>:<strong> Class I <\/strong>Medical Device:<\/h4>\n<p><strong>(1) Bacterial Filtration Efficiency (BFE) <\/strong><strong>\u226795%<\/strong> (Test standard CNS 14775)<br \/>\n<strong>(2) Differential pressure (<\/strong><strong>\u0394P, respiratory impedance) \u22665 mmH2O\/cm2\u00a0<\/strong>(Test standard CNS 14777)<\/p>\n<h4><strong>2. Surgical masks<\/strong>: <strong>Class II<\/strong> Medical Device, which is further divided into three levels &#8211; Level 1, 2, and 3.<\/h4>\n<p>Taking<strong> &#8220;Level 1&#8221; surgical masks<\/strong> as an example, the required standards are:<\/p>\n<p><strong>(1) Bacterial Filtration Efficiency (BFE) <\/strong><strong>\u226795%<\/strong> (Test standard CNS 14775)<br \/>\n<strong>(2) Sub-Micron Particulate Filtration Efficiency (PFE)<br \/>\n<\/strong><strong>\u00a0 \u00a0 \u00a0 \u00a0 \u226795%<\/strong> &#8211; Method A (Latex Ball Method) (Test Standard ASTM F2299-03)<br \/>\nOr\u00a0 \u00a0<strong>\u226780%<\/strong> &#8211; Method B (Salt Spray\/Fog Method) (Test Standard 8.2 of CNS 14755)<br \/>\n(Note: For Level 2 and 3, only Method A can be adopted)<br \/>\n<strong>(3) Differential Pressure (<\/strong><strong>\u0394P, breathing impedance) \u22664 mmH2O\/cm2\u00a0<\/strong>(Test Standard CNS 14777)<br \/>\n<strong>(4) Synthetic Blood Penetration Resistance (minimum passing pressure): 80 mmHg\u00a0<\/strong>(Test Standard CNS 14776)<br \/>\n<strong>(5) Flammability (Flame Resistance) Class 1: <\/strong><strong>\u22673.5 seconds<\/strong> <strong>or Non-Flammable\u00a0<\/strong>(Test Standard CNS 10285 C method)<\/p>\n<p>Compared with general medical masks, surgical masks include 3 more test standards: <strong>Sub-Micron Particulate Filtration Efficiency (PFE), Synthetic Blood Penetration Resistance, <\/strong>and<strong> Flammability. <\/strong>It is because that comparing to ordinary people, medical personnel may face much higher risk during the surgery, such as blood splashing or contacting highly infectious pathogenic particles, which make it necessary to ask for higher protection standard of surgical masks. <em><br \/>\n<\/em><br \/>\nFor standards of surgical masks Level 2 &amp; 3, and surgical D2 dustproof, please refer to the &lt; Standards and Regulations of Medical Mask in Taiwan &gt; chart shown below.<\/p>\n<p style=\"text-align: left;\"><em>Note: Regarding medical masks that are marked or declared to have the same or more efficacy than &#8220;N95 masks&#8221; in the market in Taiwan, according to the regulation, in addition to complying with the CNS14774 standard, for <strong>Sub-Micron Particulate Filtration Efficiency (PFE) <\/strong>and <strong>Differential Pressure (\u0394P, breathing impedance), <\/strong>the requirements are changed to follow CNS14755 (Z2125) by reaching D2 level (equivalent or above) of &#8220;Surgical Dust Respirator\/Face Mask&#8221; standard (that is, PFE needs to be \u226795% (by salt spray\/fog method), inspiratory impedance \u2266350Pa, and exhalation Impedance\u2264250Pa. All domestic flat medical and surgical masks must comply with Double Stamp standard, that is, the masks must show two stenciled words: &#8220;MD&#8221; <span style=\"font-size: 17.6px; font-style: italic; font-weight: 400;\">(MD= Medical Device) <\/span>and &#8220;Made In Taiwan&#8221; on the surface clearly. The masks can only be called <em>Medical<\/em> masks according to <strong>ASTM F2100<\/strong>, and this standard divide medical masks into 3 levels: Level 1, 2, and 3. Medical masks belong to <em>Class II<\/em> of medical devices in the United States, and all medical masks sold in the American market must meet the ASTM F2100 standard before they can be legally launched.<\/p>\n<p>However, the most mentioned N95 masks are not under the jurisdiction of ASTM, but under <strong>42 CFR Part 84<\/strong> &#8211; the standard of filter respirators classification issued by National Institute for Occupational Safety and Health (NIOSH). 42 CFR Part 84 includes three series: N, R, and P, which represent different resistance to oily particles, and each series is further divided into three levels according to the lowest filtration rate. Details will be given below in the section of <strong><em><span style=\"font-size: 16px;\">N95 masks<\/span><span style=\"font-size: 16px;\">, <\/span><span style=\"font-size: 16px;\">NIOSH<\/span> <\/em><span style=\"font-size: 16px;\"><em>42 CFR Part 84<\/em><\/span><\/strong>.<\/p>\n<p><span style=\"font-size: 16px; font-style: normal; font-weight: 400;\">During the COVID-19 pandemic, i<\/span>n response to the sharp rise in the demand of not only medical masks and N95 masks, but also non-medical masks, for the first time, ASTM added a new regulation for general protective masks: <strong>ASTM F3502<\/strong> so as to provide guidance on purchasing and manufacturing non-medical masks for general public and mask manufacturers.<\/p>\n<p>All three standards are introduced as follows:<\/p>\n<h4><strong>1. Medical Mask, <\/strong>Takin<strong> ASTM F2100 Level 1<\/strong><strong>&#8220;<\/strong> as an example:<\/h4>\n<p><strong>(1) <\/strong><strong>Bacterial Filtration Efficiency<\/strong>(BFE) <strong>\u2267 95% <\/strong><em>(<\/em><em>Test Standard ASTM F2101)<\/em><strong><br \/>\n(2) <\/strong><strong>Sub-Micron Particulate Filtration Efficiency<\/strong>(PFE)<strong> \u2267 95% <\/strong><em>(<\/em><em>Test Standard ASTM F2299)<\/em><strong><br \/>\n(3) <\/strong><strong>Differential Pressure (\u0394P, breathing impedance) &lt; 5 mmH<sub>2<\/sub>O\/cm<sup>2 <\/sup><\/strong><em>(<\/em><em>Test Standard EN 14683)<br \/>\n<\/em><strong>(4) Synthetic Blood Penetration Resistance<\/strong> (minimum passing pressure):<strong> 80 mmHg <\/strong><em>(<\/em><em>Test Standard F1862)<\/em><strong><br \/>\n(5) Flammability (Flame Resistance) Class 1:<\/strong> \u2267 <strong>3.5 seconds<\/strong> <strong>or Non-Flammable<\/strong><em> (Test Standard 16 CFR Part 1610)<\/em><\/p>\n<p>ASTM Level 1 is similar to Taiwan&#8217;s surgical face mask Level 1 (which belong to the s Class II <em>Medical Device<\/em>), and the difference between these two is only the pressure difference: ASTM Level 1 requires &lt;5 mmH2O\/cm<sup>2<\/sup>, while CNS14774 still needs \u22664 mmH<sub>2<\/sub>O\/cm<sup>2<\/sup>.<\/p>\n<p><em>Note: Originally, ASTM F2100 requires: Level 1 &lt;4 mmH<sub>2<\/sub>O\/cm<sup>2<\/sup>, Level 2, 3 &lt;5 mmH<sub>2<\/sub>O\/cm<sup>2<\/sup> for pressure difference of medical masks.
